However, private sector employers were more enthusiastic to recruit immigrant workers than employ young Omanis thereby leading to unemployment amongst them. This situation coincided with the majority of jobs being occupied by non-Omanis, thus raising questions about the efficiency of the human resource policies and strategies of the country. Omanization, a policy that encouraged local companies and government offices to replace expatriate workers with trained Omani Personnel aided the region from the late 1980's and towards the end of the 1990's, a drastic increase in local employment was recorded.
However, recent economic turmoils has further worsened the situation and a restructure in HR policies is the need of the hour.
