Judge Stuttley served sixteen years as the first full-time juvenile court judge for Chicagoâ€™s south suburbs, which include Dolton, Harvey, and South Holland. He was appointed by Cook County in response to the youth crime wave that came to that area following the demolition of Chicagoâ€™s public housing projects in the 1990s. Today the south suburbs are amongst the poorest areas in the nation.
Judge Stuttley has employed innovative approaches to dealing with juvenile criminals from the very start of his tenure. In 2008, Judge Stuttley gave an address to the Illinois Council on Responsible Fatherhood entitled â€śParental Alienation from the Juvenile Courtâ€™s Standpoint.â€ť
