Islington Council has been named the most prominent offender, issuing tickets for its own vehicles that they deem are illegally parking in London. They will then chase up the unpaid fines issued against itself and take the case all the way to the parking adjudicator, asking for their own costs to be paid up to themselves.
The practice is outlined in a new book, The Parking Ticket Awards: Crazy Councils, Meter Madness & Traffic Warden Hell, written by Barrie Segal, and outlines how Islington Council will dispute the tickets when issued to themselves, appeal the fine and take their case as far as it can possibly go. If successful, they will then have to pay out costs to themselves in what seems to be an endless loop of paperwork and time-wasting nonsense.
Islington Council aren't the only council highlighted in the book. The Royal Borough of Kingston are also guilty of issuing parking fines against themselves as are councils representing Southwark, Lambeth, Hackney and Ealing.
"It beggars belief, it really does," said Peter Cooper of 24 7 Parking. "It's a prime indicator of how ineffective councils are when it comes to sorting out parking fines. It would be laughable if it wasn't so ridiculous. That councils are wasting so much time, effort and energy by pursuing themselves for fines shows just how badly the system needs overhauling and exactly why the public has such anger and so little faith in the current parking fines system."
