Submissions which are accepted ahead of the deadline will be available when the new tablets debut. However, the developers face a real challenge since it will support most of the 150,000 iPhone applications that are already available.
While it might seem odd that they would support the same applications as the iPhone these new tablet computers are in many ways just a larger version of the popular iPhone. So, if the new iPad runs the same apps then what the point of creating newer ones? Tablet computers are easier on the eyes than cell phones but still far more portable and easy to hold than most laptops.
