The 8.8-acre project was carried out in phases and the first phase included 160 homes that were quickly sold and were occupied by July 2010. They started the second phase of construction in 2011 and this winning public-private partnership with the Department of Housing and Urban Development and the D.C. Housing Authority lead to extensive revitalization of this Southeast DC section. The developers of the project EYA was established in 1992 and during the course of eighteen years, they have constructed 3,000 homes in Alexandria and Washington D.C and the counties of Arlington, Montgomery, Prince George's, and Fairfax.

Together, they designed market-rate townhomes, affordable workforce homes, and public rental apartments for the project that is occupied by a vibrant community known as Capitol Quarter.
